There will be times, however -- primarily when the word democratic is used as an adjective -- that something less formal will be meant. Tannenbaum, who conceptualizes control, and hence democracy, disregarding formal procedures, defines the democratic organization as one in which "groups at the lower levels in the hierarchy (such as rank and file) have more control than groups at higher levels (such as executive board or president)." Following this general idea, a decision-making process will be assumed to be more democratic if the influence of those lower in the organizational structure is increasing.
