There is no popular discontent with the factory committees, but there is discontent with the [state-managed] Trade Unions... To the workers the Trade Union is a form of organization imposed from without. The factory committee is closer to them.... Anarchists think that they should set up and develop the cells of future society... The factory committees are such cells of the future... They, not the state, will now administer...
